ok he was in 2 but the quote is from 1.....After they are arrested in #1 after dickhead EPA guy had their containment field shut down, they go to the mayors office with dickhead EPA guy, who gets relieved of duty at that time. Thats when Venkman makes the quote given.

How sad are we.We are going to argue about a Ghostbuters movie.

In the first one,the only authority figure they really deal with is the judge.

Then in the second the mayor,after that quote basically gave them permission to do what they had to do,hence the Statue of Liberty scene.
