By the time you get to the third step, the number is always divisible by 9. So all numbers divisible by 9 have the same symbol and that is the symbol displayed.

The third step answer, without exception, is either 9, 18, 27, 36, 45, 54, 63, 72, or 81.

The riddle could always go one more step and have you add the two digits together and the answer will always be 9.
